Burmese Prime Minister, Lieutenant-General Soe Win, is in the Philippines on a state visit to discuss bilateral ties.
Wearing a business suit, Soe Win was greeted at a Manila air force base Sunday by Foreign Secretary Alberto Romulo and Air Force chief Lieutenant-General Jose Reyes.
The prime minister from Burma will hold talks Monday with President Gloria Arroyo and other officials. Human rights groups have urged President Arroyo to compel Burma to release political prisoners and hasten democratic reforms.
Rights groups demonstrated against the visit on Saturday, saying the people of the Philippines do not support dictatorships and have ousted two presidents who were corrupt and undemocratic.
