Burmese officials say the country's second most powerful military general is expected to visit Russia in early April.
Authorities did not provide details of Deputy Senior General Maung Aye's trip to Moscow.
Russia has been a longtime supplier of arms to Burma. In recent years, it has sold the country at least 10 MIG 29 fighter jets.
Russia, along with China, is among several UN members reluctant to place Burma on the UN Security Council's permanent agenda for alleged human rights violations.
The two countries say Burma does not pose a threat to international peace and security.
