Burma's second most powerful general is expected to lead a delegation on a rare visit to Russia Sunday.
Diplomats say the trip led by Senior General Maung Aye will focus on strengthening business and military relations.
Russian media said it was the first visit by a top Burmese official in the history of relations between the two nations.
Russia has been a longtime supplier of arms to Burma and recently sold several MiG-29 fighter jets to the country.
Russia has also defended against efforts to place Burma on the U.N. Security Council's permanent agenda for alleged human rights violations.
Moscow, along with China, says Burma does not pose a threat to international peace and security.
