Malaysian foreign minister and special ASEAN envoy Syed Hamid Albar says isolating Burma will not help its people.
Syed Hamid says such isolation would hurt the Burmese people more than the country's military rulers.
He added that regional countries need to be cautious in how they deal with Burma.
Syed Hamid, who recently visited Burma, says he did not see any major political reforms when he was there.
The Burmese military government prevented him from meeting with detained opposition leader Aung San Suu Kyi.
The envoy spoke ahead of a meeting of the Association of Southeast Asian Nations later this month.
Some members of the regional group have suggested isolating Burma as a way to increase pressure on it to implement democracy reforms.
