The National League for Democracy was responding Tuesday to Senior General Than Shwe's recent offer to open talks with Aung San Suu Kyi, on condition she end her support for international sanctions on Burma.
The League said in a written statement that the success of dialogue is based on sincerity and the spirit of "give and take."
China has also voiced opposition to sanctions against Burma, as the UN Security Council considers a response to the military government's recent crackdown on pro-democracy demonstrators.
China is a permanent member of the Security Council and has blocked action against Burma in the past. The two countries are close allies and major trading partners.
