Burma's new foreign minister is expected to represent Burma's military government at next month's Asia-Europe Meeting in Vietnam.
Asian diplomats say Nyan Win will likely lead the delegation for the talks, which begin October eighth in Hanoi.
The European Union threatened to boycott the talks in a dispute over whether Burma should attend. EU diplomats agreed to attend provided that Burma's military government sent a lower-level delegation to the event.
The Asia-Europe Meeting brings together member-nations of the European Union and the Association of Southeast Asian Nations, as well as China, Japan and South Korea.
