A Palestinian suicide bomber killed three Israelis and wounded more than 30 other people in a blast at a busy Tel Aviv market.
The militant group Popular Front for the Liberation of Palestine claimed responsibility for the attack. The bomber was identified as a teenage boy from a refugee camp (Askar) in the West Bank.
Soon after the attack, Israeli troops killed a 12-year-old boy in the camp who was throwing stones at an Israeli patrol.
Palestinian officials say Yasser Arafat condemned Monday's bombing from his hospital bed in Paris, where aides said his health has improved. Mr. Arafat called for an end to attacks on civilians on both sides of the conflict.
Palestinian Prime Minister Ahmed Qureia called for an end to suicide bombings.
