The U.N. special envoy to Burma is urging the military government to take advantage of United Nations' help to reconcile with the opposition led by Aung San Suu Kyi.
Razali Ismail told the Associated Press that the United Nations is a friend, not a foe of Burma.
Mr. Razali also said he is very sad that Burma's military rulers have not allowed him to return to the country to meet with officials.
And he said the Burmese government has not fully kept its pledge to the Association of Southeast Asian Nations to move toward democracy.
