ဒီကနေ့ကျမ်းသစ္စာကျိန်ဆိုမယ့် အမေရိကန်သမ္မတသစ် ဒေါ်နယ်ထရန်ဟာ သူတာဝန်ယူချိန်မှာ နိုင်ငံရေး၊ စီးပွားရေး၊ လူမှုရေးဆိုင်ရာ မူဝါဒအပြောင်းအလဲတွေ ရှိလာနိုင်သလို နိုင်ငံခြားရေးရာမူဝါဒ အထူးသဖြင့်အာရှဒေသနဲ့ ဆက်ဆံရေး ဟာလည်း ပြောင်းလဲမယ့်အခြေအနေတွေ ရှိနေပါတယ်။

အမေရိကန် အစိုးရအပြောင်းအလဲကြောင့် မြန်မာပြည်အပေါ် သက်ရောက်နိုင်တဲ့ အခြေအနေကို နိုင်ငံရေးလေ့လာသုံးသပ်သူ ဒေါက်တာခင်မောင်ညိုက အခုလို ပြောပါတယ်။

" သူကတော့ တရုတ်လိုနိုင်ငံကျတော့ တော်တော်လေး အရေးထားတယ်ပေါ့ဗျာ။ ကျနော်တို့တိုင်းပြည်ကတော့ အများကြီးလည်း အရေးပါတယ်လို့ ယူဆတာ မဟုတ်တော့ ကျနော်တို့ မြန်မာပြည်ဘက်တော့ လှည့်ကြည့်ဦးမှာ မဟုတ်ဘူးထင်တယ်။ ကျနော်တို့ အိုဘားမားတို့ ဟီလာရီကလင်တန် တို့လိုမျိုး မြန်မာပြည်အပေါ် ဂရုစိုက်မှုကတော့ ရှိလာမယ်မထင်ဘူး။ နည်းနည်းလေး လျော့နည်း သွားမယ်လို့ ကျနော်ယူဆပါတယ်။ ဒီလူ့အခွင့်အရေးနဲ့ ဒီမိုကရေစီရေး ကိစ္စတွေကို မစ္စတာထရမ့်အနေနဲ့ သူနဂိုရှိပြီးသားလူတွေနဲ့တွဲပြီး လုပ်သွားမှာဆိုတော့ အများကြီးတော့ ဆိုးသွားမှာတော့ မဟုတ်ဘူး။ ဒါပေမဲ့ တိုးတက်မှုကတော့ သေသေချာချာ ရလာမယ်လို့ မထင်ဘူး။"

နိုင်ငံတကာရေးရာသုံးသပ်သူ ဒေါက်တာခင်ဇော်ဝင်းကတော့ အမေရိကန်ဟာ အာရှဒေသကို ဆက်ဆံရေးလျှော့ချလိုက်မယ်ဆိုရင် အခြားပြိုင်ဖက်တွေဖြစ်တဲ့ တရုတ်နဲ့ ဂျပန်တို့ကို အခွင့်အရေးပေးသလိုဖြစ်ပြီး အရှေ့အာရှမှာ သူရဲ့ သြဇာကျဆင်းသွားမှာဖြစ်ကြောင်း သုံးသပ်ပါတယ်။

"အမေရိကားနဲ့အတူ ဒီအာရှနိုင်ငံတွေကို အပြိုင်အဆိုင် စည်းရုံးနေတဲ့ နိုင်ငံတွေ ရှိတယ်။ နံပတ်တစ်ကတော့ တရုတ်ပေါ့။ နံပတ်နှစ်ကတော့ ဂျပန်ပေါ့။ ကဲ အဲ့တာတွေက ပြောမယ်ဆိုရင် လက်ခမောင်းခတ်သွားမှာပေါ့။ ဆယ်စုနှစ်နဲ့ချီပြီး အမေရိကားက နေရာတခုကို ထူထောင်ထားတာလေ အရှေ့အာရှမှာလေ။ ဒါတွေအကုန်လုံး လက်လွတ်ဆုံးရှုံးသွားမှာပေါ့နော်။"

မြန်မာပြည်အနေနဲ့ အမေရိကန်နဲ့ ဆက်ဆံရေးကို ပိုမိုအားစိုက်ဖို့ လိုလာကြောင်း လည်း ပြောပါတယ်။

နိုင်ငံခြားရေးဝန်ကြီးဌာနက အငြိမ်းစားအရာရှိ ဦးငွေဝင်းကတော့ သမ္မတသစ် ဒေါ်နယ်ထရန့် နဲ့ မြန်မာနိုင်ငံအရေးဆက်ဆံမှုအပေါ် အခုလို သုံးသပ်ပါတယ်။

" သူက စီးပွားရေးသမားဆိုတော့ စဉ်းစားရင်လည်း စီးပွားရေးလိုပဲ စဉ်းစားမယ် အောက်မေ့ တယ်။ အကျိုးအမြတ်ပေါ့ကွယ် သို့သော် ကမ္ဘာက နိုင်ငံတွေ မြန်မာ အပါအဝင် နိုင်ငံတွေကိုပစ်ပယ်ပြီးတော့တော့ သူ့အကျိုးစီးပွား အတွက် စီးပွားရေးသမားဆန်ဆန် စဉ်းစားလို့တော့ မရဘူးလေကွယ်။ အခုပဲ အမေရိကန်လူမျိုးအတွက် အကုန်လုံးနဲ့ပေါင်းပြီးတော့ လုပ်ပါ့မယ် နဲ့ လေသံက နည်းနည်းလေး လျော့လာပြီ။ အဲ့တော့ ဒါကို ရှိပြီးသားအပြင် သိပ်ပြီးတော့ ဒါကို ပြောင်းပြန်လှန်ပြီးတော့ လုပ်ပစ်မယ့်အခြေအနေတော့ မရှိပါဘူး။"

အရင် အစိုးရလက်ထက်ကတော့ သမ္မတ အိုဘာမားနဲ့ နိုင်ငံခြားရေးဝန်ကြီး ဟယ်လာရီကလင်တန်ကိုယ်တိုင် မြန်မာပြည်ကို လာရောက် လည်ပတ်ခဲ့ သလို မြန်မာ ဒီမိုကရေစီရေး၊ လူအခွင့်အရေးဖြစ်ပေါ် တိုးတက်ရေး အတွက်လည်း ကူညီထောက်ပံတာတွေရှိခဲ့တာဖြစ်ပါတယ်။

ရွေးကောက်ခံသမ္မတ Donald Trump ဦးဆောင်မယ့် အမေရိကန်အစိုးရ နဲ့ မြန်မာနိုင်ငံကြား ဆက်ဆံရေး ရှေ့အလားအလာတွေ အပေါ်မှာ မြန်မာနိုင်ငံ သားတွေကြား သဘောထားအမြင် အမျိုးမျိုး ရှိနေကြပါတယ်။ အမေရိကန် အစိုးရသစ်လက်ထက် မြန်မာနိုင်ငံနဲ့ ဆက်ဆံရေးအပေါ် သဘောထားအမြင် တချို့ကိုတော့ ဗွီအိုအေ သတင်းထောက်မေခက စုစည်းတင်ပြထားပါတယ်။

အမေရိကန်ပြည်ထောင်စုရဲ့(၄၅)ယောက်မြောက် သမ္မတအဖြစ် ဒီကနေ့ ကျမ်းသစ္စာကျိန်ဆိုပြီး တရားဝင် တာဝန်ယူတော့မယ့် Donald Trump အစိုးရလက်ထက်မှာ မြန်မာနိုင်ငံနဲ့ အမေရိကန်ဆက်ဆံရေးမှာ အပြောင်းအလဲတွေ တွေ့ရမယ်လို့ မျှော်လင့်မှုတွေရှိနေကြပါတယ်။ အထူးသဖြင့် မြန်မာနိုင်ငံအပေါ် ပိတ်ဆို့ဒဏ်ခတ်မှုတွေ ဖယ်ရှားပြီး ဆက်ဆံရေးတွေ တိုးမြှင့်ခဲ့တဲ့ သမ္မတအိုဘားမား အစိုးရရဲ့ မတူခြားနားတဲ့ မူဝါဒတွေကျင့်သုံးဖို့ ကတိပေးထားတာကြောင့် သိသိသာသာ ဆက်ဆံရေး အပြောင်းအလဲတွေ တွေ့ရ လိမ့်မယ်လို့ လူငယ်စီးပွားရေး လုပ်ငန်းရှင် ကိုကျော်လွှမ်းမိုး က ယူဆပါတယ်။

"ထရမ့်က သူမဲဆွယ်ကာလမှာတုန်းက ကမ္ဘာအနှံ့မှာ ရှိတဲ့ အမေရိကန်ရဲ့Manufacturing ကုမ္ပဏီတွေမှာ Cheap Labor တွေနဲ့ ရင်းနှီးမြုပ်နှံတာကို ရပ်တန့်မယ်လို့ သူပြောခဲ့တာရှိတယ်။ အဲ့တာမျိုးဆိုတဲ့အခါကျတော့ အမေရိကန်ရဲ့ Investment ကလည်း တအားကြီး ဝင်လာစရာ အကြောင်းလည်းမရှိဘူးလို့ ထင်တယ်။ "

မြန်မာ့နိုင်ငံရေးလေ့လာ သုံးသပ်သူတဦးဖြစ်တဲ့ ဦးမောင်မောင်စိုးကတော့ သမ္မတသစ် ထရမ့်လက်ထက် မြန်မာ နိုင်ငံပေါ်ဆက်ဆံရေးဟာ တရုတ်နဲ့ အမေရိကန် ဆက်ဆံရေးပေါ်မှာ တည်တယ်လို့ ပြောပါတယ်။

" ထရမ့်က သူ့အမျိုးသားအကျိုးစီးပွားကြည့်တယ် မြန်မာပြည်ရဲ့ အကျိုးစီးပွား ကြည့်တယ် မကြည့်ဘူး ဆိုတဲ့အပေါ်မှာ သူ့ရဲ့အကျိုးစီးပွားက ဘယ်မှာ သွားကြည့်ရမလဲဆိုတော့ တရုတ်နဲ့သူနဲ့ပြိုင်ဆိုင်မှုမှာပဲ ဆိုင်မယ်။ အခုကိုစပြီးတော့ တရုတ်နဲ့စပြီး တင်းမာနေတဲ့ဟာတွေ တွေ့ရတယ်။ ဥပမာဆို တရုတ်တနိုင်ငံတည်း သဘောထား ဆွေးနွေးစရာမရှိဘူး ဆိုလို့ တရုတ်က ပြင်းပြင်းထန်ထန် တင်းမာသလို တောင်တရုတ်ပင်လယ်ကိစ္စမှာလည်း ပြင်းပြင်းထန်ထန် တင်းမာတယ်။ အဲ့တော့ ဒီလိုတရုတ်နဲ့ ရင်ဆိုင်တဲ့အချိန်မှာ ဒီတရုတ်ရဲ့ ဒီအိန္ဒိယသမုဒ္ဒရာ အပေါက်အဖြစ် ဗမာပြည်ကို သူ ဘယ်လိုသဘောထားမယ်ဆိုတာ အဲ့တာအရေးကြီးဆုံးပဲ။ အဲ့ ရီပတ်ဗလင်ကမ်တွေဟာ လုပ်ရင် ပြတ်ပြတ်သားသား လုပ်တယ်ပြောမလား။ တဇောက်ကန်းလုပ်တယ်ပြောမလား။ အဲ့တော့ ဒီမိုကရက်တွေ ခေတ်ထက်စာရင်တော့ ရီပတ်ဗလင်ကမ်တွေ ခေတ်ဆိုရင်တော့ စစ်ဖြစ်တာများတယ်။ "

" ကျနော်တို့ Sanctions တွေ ပိတ်ဆို့မှုတွေ လွတ်သွားချိန်မှာ အရင်းအနှီးတွေ အများကြီး ဝင်လာမယ်လို့ ကျနော်တို့ မျှော်မှန်းခဲ့ကြတယ်။ ဒါပေမဲ့ အားလုံးလည်း သိတဲ့အတိုင်းပဲ ရင်းနှီးမြှုပ်နှံမှု သိသိသာသာကြီး မဝင်လာတော့ ဝင်လာတဲ့ အပိုင်းတွေတော့ရှိတယ်။ ဒါပေမဲ့ သိသိသာသာကြီး အားလုံးမျှော်မှန်းသလို အလုပ်အကိုင် အခွင့်အရေးတွေ တိုးတက်လာတို့ စက်ရုံတွေ ဝင်လာတာတို့ ရင်းနှီးမြှုပ်နှံမှုတွေ ဝင်လာတာတို့ မရှိသေးဘူးပေါ့။ ဒါတောင် ဒါ အိုဘားမား လက်ထက်မှာ မရှိသေးတာ။ ဒေါနယ့်ထရမ့်လက်ထက်မှာ သူ့ရဲ့ပေါ်လစီအရဆိုရင် အရင်မဝင်ခဲ့တဲ့ဟာက ပိုပြီးမဝင်တာ အရင်ဝင်ဖို့စိုင်းပြင်းပြီးစောင့်နေတဲ့ ဟာက ပျောက်တောင် ပျောက်သွားပြီလားလို့ ကျနော်တို့ စိတ်ပူတာတွေရှိပါတယ်။"
